Franklin Goins

Agency Namesake

My Grandfather Franklin Goins was a hard working Franklin Co. native. He was a dairy man, President of Pickett and Goins Insurance, an auctioneer, a member of the KY House of Representatives, and developed subdivisions in Frankfort, Georgetown, Harrodsburg, and Danville and active in local and state politics. I remember how we would always go to breakfast together at what is now known as Rick's White Light Dinner and spending time with him in his insurance agency downtown Frankfort. He loved his family and community.

Frank Goins

Frank started in the insurance business in 1989 with Goins and Goins Insurance. His area of concentration was Commercial Lines, Auto and Home insurance.

Frank was appointed to the Kentucky Department of Insurance, Director, Property and Casualty Division February, 15th, 2008. He regulated 5.8 billion dollars in written premium consisting of Medical Malpractice, Auto, Home, Commercial, Crop, Charitable Healthcare Reimbursements, Mine Subsidence Program, Surplus Lines, Agent Licensing exam questions, Rate, Rule and Form Filings of all lines of property & casualty insurance He led the way in streamlining and expediting the surplus lines to make the process virtually paperless. Similar improvements were made in the No Fault rejection processes under his leadership.

Frank spoke to various insurance groups regarding Local Government Premium tax, Condition of our Insurance Market, Kentucky Clerks Association, and spoke nationally at the National Association of Insurance Commissioners (NAIC) on Low Income Households and Automobile Insurance. Frank Left the Department of insurance March 2014.

Frank has three children Franklin, IV, who works at Montaplast, Ashton, recently graduated from Paul Mitchell Cosmetology School, and Sheldon, who is attending and playing football for WKU.

Kenneth Goins

Kenneth brings nearly 45 years of insurance experience to his clients living in Frankfort, Franklin County, and surrounding communities and has always enjoyed helping his clients with their insurance needs and considered this his calling in life. He holds licenses in Property/Casualty, Life and Health. For the past 20 years he was President of Goins & Goins Insurance Agency, Inc. Kenneth is a former member of the Kentucky National Guard, graduate of the Reich American School of Auctioneering in Mason City, Iowa and has a Kentucky Real Estate Brokers License. Serving in local civic clubs has always been important to him as well. He is a former member of the downtown Kiwanis Club, Frankfort Jaycee's, Red Cross, active member of Good Shepherd Catholic Church here in Frankfort and a former board member of the United Way of Franklin County. Kenneth and his wife Carolyn just celebrated their 50th wedding anniversary. They have two children and two grandchildren.

Sue Hicks

Sue comes to the Franklin Goins Insurance Agency from the Kentucky Department of Insurance. Sue retired from Department of Insurance in April, 2015. Her responsibilities included supervision and training of the analyst staff, and review of rate, rule and form filings for all personal lines and most commercial lines. She assisted other divisions, industry personnel and the general public with questions and interpretations of statute and other regulatory issues.

Her prior experience includes over 35 years in the insurance industry, holding various positions in the claims, customer service and agency fields.

Sue received her Certificate in General Insurance from IIA in 1989 and was one of the first in Kentucky to receive her CISR designation that same year. She has completed courses in the AIC program as well.

Sue is married to Rick Hicks, has two daughters and twin grandchildren Charlie and Noah.

Dick Brown

Dick has been a professional communicator for more than 40 years, with experience in broadcast journalism, corporate communications, public policy advocacy and government communications. He has been involved with the Kentucky Department of Insurance as that agency’s lead communications specialist.

Dick is fully licensed for homeowners, auto, business and life insurance, and has already helped a number of home and auto owners realize premium savings and, in some cases, increased coverages for less through Erie.

He has lived in Frankfort more than 40 years with his wife, Cindy. They have three children and three grandchildren.

Missy Fowler

Missy graduated from Franklin County High School in 1989. Missy is married to David Fowler, who was a roofing contractor for many years before retiring here in Frankfort. Missy has one daughter, Alisha Leigh Roark and her son Brier, who both live here in Frankfort. One of Missy’s favorite things in life is playing and teaching her grandson Brier. Missy has been a Customer Service Representative with Goins & Goins Insurance Agency for 23 years, assisting her many friends and thousands of clients with their insurance needs.

Valerie Taylor

Valerie and her husband Hal are licensed funeral directors and have owned and operated LeCompte Johnson Taylor Funeral Home for over 25 years. Valerie is a licensed Life Insurance Agent and has been writing pre-need burial insurance through the funeral home which led to her interest in insurance. She is a former board member of COCO, Capital Day School parent council, FCHS Quarterback Club and former volunteer with Hospice’s event committee. She is a native of Princeton, KY and a WKU nursing school graduate. Hal and Valerie have three children.

Brian Kiser

Brian comes to the Franklin Goins Insurance Agency after retiring from Kentucky State Government where he worked for all three branches of government during his 23+ years.  His previous experience includes modernizing the Kentucky House and Senate bill process automating and making it paperless.  He also worked for The Cabinet for Health and Family Services, Commonwealth Office of Technology, The Finance Cabinet, The Kentucky Communications Network Authority and finished his state career at The Administration Office of the Courts.

Brian received his Property and Casualty License in 2016 and joined Franklin Goins Insurance shortly thereafter. Brian has two children – Lauren who is currently attending and swimming for Transylvania University.  His son Grant attends Franklin County High School and plays Varsity Soccer.

In Brian’s free time he enjoys the outdoors, classic automobiles, boating, creating and restoring old cars and dwellings. He is the founding President of the Bluegrass Region Porsche Club, A 20+ year member of The Society of Manufacturing Engineers and volunteers regularly.
